Why is this property tax-exempt?

My eye was caught by one listing - vacant lot. I'm familiar with that lot since I've taken a shortcut through itfor the past 15-plus years when walking to the library or park, as do other people in the area. It is kept mowed and tidy, but I've never seen it used or any indication that it is used. This is simply a large empty lot.

Churches serve the community. However, if a church owns property but does not use it, then that property doesn't serve the community. I can see how taxes might be deferred, but I'd appreciate an explanation as to why the property should be exempt any more than a land holding owned by a private individual.
