There will be a mechanical breakdown, a power outage and/or a scheduled maintenance when a tank full of raw sewage must be dumped.

Other municipalities allow for this by having a lagoon downstream of the plant from which "dumped" material can be pumped back to the process plant. (See the Iona plant in Richmond.)

Why is this not covered in the specification for the Sechelt plant?
