The District of Sechelt council wants to see an 8 p.m. noise limit placed on a new waterfront restaurant under construction on East Porpoise Bay, but those decisions are made by the province, explained Ian Holl, the district’s development planning manager.
If approved the Breeze, a new restaurant to be located within the Telus Marina development, will have a 135-seat capacity with 60 dedicated to a rooftop patio and another 60 for an indoor event space. It’s music on the rooftop patio, which would be subject to the 8 p.m. limit.
“We forwarded a number of public comments we received to council late afternoon, otherwise, it's here for your decision,” Holl told council at a regular meeting, July 16. “I would note that we can certainly include that council can propose conditions to the province, if there's concerns around noise or events or things like that, we can certainly make our recommendations to the province.”
Holl added Telus will also need to apply to the district for a business license for the restaurant.
“So, we can also consider conditions for the business license too. There are a few different ways of getting out any issues,” said Holl.
As part of the BC Liquor Control and Licencing Act and Liquor Control and Licensing Regulation, the district is required gather public feedback prior to a decision being made. In this case an ad was placed in Coast Reporter newspaper July 4, and letters were distributed to residents living within 100 metres of the project. The deadline for feedback was July 10.
According to a staff report, the district has received no negative feedback from the RCMP, or the district’s building or bylaw enforcement departments.
Before making a decision, council was asked to consider the location of the establishment, capacity and hours of liquor service, the impact of noise on the community in the vicinity of the establishment, and the general impact on the community if the application is approved.
Council voted unanimously in favour of the liquor licence application, with the 8 pm. caveat included — Coun. Brenda Rowe was absent from the meeting. The liquor-licence application still has to be approved by the province.
Once complete, Telus Marina, located at 5981 Sechelt Inlet Rd., will include the Breeze, four suites for vacation rental, a new multi-purpose hall for community use, marine shop and boat slips.
