The following is a summary of decisions endorsed by the Sunshine Coast Regional District board on July 24, the last scheduled board meeting until Sept. 11.
Langdale well borrowing AAP expected this fall
A bylaw to permit borrowing of just over $13 million to construct a well adjacent to BC Ferries Langdale terminal to augment the regional water supply received three readings. Those approvals mean the bylaw will be sent to B.C.’s Inspector of Municipalities for review.
If the inspector approves, the regional government would have the authority to conduct an Alternative Approval Process (AAP) on the borrowing. Should less than 10 per cent of the affected electors express opposition to taking out the loan, the AAP would be considered successful and the board would be able to consider adopting the bylaw and borrowing the money. Any loan taken is to be repaid over a 20-year term and will cost affected property owners an anticipated $97.28 annually.
At the meeting, chief administrative officer Tina Perreault stated the timeframe for the next steps depends on the processing time needed by the inspector's office, but estimated the AAP could proceed this October or November.
Recycling about 3,000 mattresses annually
Local (and nationally recognized) recycling firm Salish Environmental was awarded a contract for the transportation portion of regional mattress recycling efforts for a five-year term. That contract, which involves pick up of mattresses at the Pender Harbour Solid Waste Transfer Station and the Sechelt Landfill and their delivery to Pacific Mattress Inc. on the Lower Mainland, is valued at $549,060 plus GST.
The mattress recycler will be paid up to $476,866 plus GST for their services for the next five years.
One hundred and two tonnes of mattresses were recycled by the SCRD in 2024, said a staff report, and each tonne comprises about 34 mattresses. That volume was 92 tonnes in 2023 and 99 tonnes in 2022.
Roberts Creek area director Kelly Backs noted that the cost to recycle a mattress under the new contract is between $50 and $60, but the SCRD charges recycling fees of $30 for a standard mattress and $35 per mattress for groups of more than five. In response to his question about continued subsidization of this service from general revenues, staffer Marc Sole explained that the SCRD’s recycling rates were adjusted in 2024 and were in line with what other jurisdictions charge.
Two notices on title and other requests
The board agreed with staff recommendations and authorized the filing of notices on the titles of 7080 West Sakinaw Road in Area A, Pender Harbour/Egmont, and 3398 Beach Avenue in Roberts Creek (Area D). Both properties have identified contraventions of building permit regulations.
Other agenda items the board took action on were to have a letter drafted in support of the shíshálh Nations’ request to the province to have input into the way a Heritage Conservation Act fine is spent.
Also there was a call for a staff report in response to requests from the Sunshine Coast Minor Hockey Association and from the ownership of the Coastal Tsunami Junior A hockey franchise for increases to ice time in the upcoming 2025/2026 season.
