Re: Chapman Lake Water Supply Expansion Project.
I am writing to express my opposition to this proposed project in the absence of a proper environmental review. The authorization bylaw (not yet approved) to borrow $5 million would violate the cautionary principle on both environmental and financial management grounds. The drawdown of the water level at Chapman Lake is likely to have the effect of degrading our drinking water as well as harming the ecosystem along the shoreline and warming the water to the detriment of the fish.
Why are we not giving priority to resolving the water issue on a long-term basis rather than adopting a temporary, inadequate and likely damaging solution?
The siphon we already have together with conservation measures, when required, should be sufficient until the longer term solution is achieved.
Will the board listen carefully to knowledgeable people on this issue and focus on getting value for money while still protecting a sensitive ecosystem?
