Turning a blind eye?

Having lived on the peninsula for only a few years, I am puzzled and concerned about what I see quite frequently in the community.

I have witnessed people drinking alcohol in public, intoxicated pedestrians jay-walking across busy intersections, traffic violations by the score, from hit and runs, not stopping at stop signs to stopping a vehicle on the highway to let an oncoming vehicle make a left hand turn.

Is this tolerable activity on the Coast, and should I just accept the way things are here? Isn't there a law about minimal speed limits on highways? These conditions provide us drivers with extra stress and challenges every time we pull out of the driveway. We should just slow down and stop for those who choose to break the law, and turn a blind eye to the rest. Right?
