At the end of May, the federal government will release draft regulations for a long-promised emissions cap on fossil fuels — a policy that, if done right, could finally put Canada on track to hit its climate targets. But the oil and gas industry, responsible for the biggest share of carbon emissions in Canada, is lobbying hard to water this legislation down.
