Recently our dog was picked up by a good Samaritan and taken to the SPCA.

Our dog has a valid licence issued by the SCRD. The dog had been at the SPCA for one hour, enough time to phone us. We were shocked when told they could not phone us because the SPCA does not even have the information to connect the dog licence tag with the dog’s owner.

The SPCA is the public pound for our regional district. A basic function of dog licensing and dog tags is to connect a lost dog to its owner. That is one reason to buy a licence. Dog owners are distraught when their pet goes missing and the dog is stressed by impoundment. The SPCA should have the contact information and should have a policy of calling a licensed dog owner immediately. Who is responsible for this situation, the SCRD or the SPCA?
