If you’re scarce on a resource that’s expensive and hard to get, don’t you want to know how you are using it before working to get more? You wouldn’t want to keep giving more and more money to a person who is spending it on cars and then leaving them on the side of the road, nor would you want to keep feeding more and more water into a system that could be leaking like a sieve.

Is our water system leaking? There’s no way to know that until you have a method of seeing how much water is going where, and at what rate and constancy. Forget the idea of punishing heavy water users, the advantage of metering our water system is that it empowers individuals and families to detect and remediate leaks on their properties. Only when we know that we aren’t just pouring expensive, treated drinking water into the ground should we talk about expanding our collection capacity.
