Five fewer apartments proposed for School/O’Shea Gibsons rezoning

At its Sept. 6 meeting, Gibsons council granted third reading to a zoning change for a site at School and O’Shea Roads with the development adjusted to nine rather than 16 apartments as proposed when the bylaw went to public hearing.

Applicant, Christopher Sklar, reduced the number of units, responding to council’s ask that the development adhere to density limits in the Town’s official community plan and zoning bylaw parking requirements. With those requests met, a second public hearing to address the adjustment was waived.

Council’s request followed a July 26 public hearing at which three individuals spoke and five provided written submissions, all in opposition to the 16-unit proposal.  A majority of those asked that the development meet the onsite parking provisions in the zoning bylaw after those were waived for the adjacent 40-unit supportive housing facility. They said that has resulted in on-street parking congestion along O’Shea.

If the development proceeds with the latest changes, the community amenity contribution (CAC) will be $35,000.  A 16-unit development would have been assessed a $70,000 CAC.
