Time to ban lawn watering

I understand the need for the new restrictions on water usage. However, I take issue with the chosen times on two counts: most gardeners I know prefer to water in the morning, rather than evening. More importantly, given that we are allotted only two days per week, it would make more sense to have these days spread out as much as possible, so the beds are watered with a maximum of three days between watering rather than four as per the current schedule. Is there any possibility of having the schedule changed to take these considerations into account?

I would also like to suggest a total ban on watering lawns, with appropriate monitoring and fines. Lawns come back once the rains start, but vegetables starved of water die off. It seems to me that food production should take priority over aesthetic considerations when water shortages are the issue.
