I would submit that it is not the dogs, but instead some dog owners who initiate the problem to which you refer. One need only walk along the Trail Bay Seawall in the early morning or evening to see the blatant disregard that some people show for the bylaw signs that ask them to keep their dogs on a leash. In addition, having a dog on an extendable leash that is fed out to 20 feet, thus allowing the animal to roam and do its business on private property, is equally disrespectful.
This should not be a hard problem to solve if people simply do the right thing: in areas where it’s required, keep the dog on a leash and keep it close to you. The bylaw office should not have to be involved, but …
