The SCRD’s compre-hensive regional water plan does contain estimates (in 2007 dollars) of the cost of adding Clowhom Lake as a source for the district’s water system: $57 million capital cost, $1.5 million/year operations and maintenance.
I can see that proposals for adding sources and for lowering demand both stem from the common experience that water doesn’t always fall from the sky when we need it. It’s less clear to me, though, where the supply-side advocates get their faith that this amount of money will.
