Having noted the moronically stupid Sechelt dog bylaw, and the promise of even more idiocy to come, I now realize the purpose of the bylaw enforcement notice (BEN) system. The staff and politicians want to, at all costs, prevent these "bylaws" from going before a judge. Not even our Crown prosecutors would dare to show their faces in court with such nonsense. Only under an undemocratic method like BEN could they hope to see these "bylaws" stay on the books.
