Sechelt council has issued a request for proposals (RFP) to create an Integrated Community Sustainability Plan (ICSP), as a step toward reaching the goals laid out in council’s strategic plan.
The goals in the 2015-18 strategic plan include creating an effective governance model, having a vibrant and sustainable economy, achieving a sustainable community through balancing environmental, economic and social values, becoming a safe, healthy and inclusive community, articulating Sechelt’s identity and having an active and engaged community.
“On the recommendation of the senior management team, council agreed that the best way to operationalize our strategic plan was to commence an ICSP, complete the Liquid Waste Management Plan (phase 2 and update), and establish a Financial Sustainability Plan,” Sechelt Mayor Bruce Milne said.
He noted the ICSP will “provide a platform for real progress” on the goal of achieving a sustainable community as well as the goal of articulating Sechelt’s identity and having an active and engaged community.
The RFP was issued on Dec.12 and it details what’s expected of proponents, who must deliver a draft ICSP to guide the district’s “strategies for sustainability, future development and adaptation for a resilient and interconnected community.”
The plan is expected to contain targets that can be used to track progress so that measurable results can be reported back to the community annually and it should identify “clear goals and objectives that will guide all future development in the community.”
Respondents must commit to a six-phase process to create the ICSP that includes reviewing pertinent documents at the district and creating a public engagement strategy, conducting a public survey and hosting public events, developing a community profile, identifying strategic directions for the district and producing a draft ICSP for council’s consideration.
The RFP caps the budget for the project at $70,000 and sets a deadline for the ICSP to come to council by February 2018.
Proponents can submit their proposals until Jan. 20, 2017 at 3 p.m.
