Highway safety 101. We need a crackdown on aftermarket headlight replacement by backyard mechanics. If these headlights are not aligned properly, oncoming traffic cannot see the road in good weather, let alone bad weather. If you have these HID, LED, Halo, etc., lights on a new car, take care not to high beam anyone. They are blinding.
