I agree that pedestrians have the right of way, but they have a responsibility too. When they are out walking at night, a bit of reflective material on their black clothing might help them be seen by the drivers in cars. It is not like they have not driven, or rode in a car on a dark rainy night and thought how easy it is to see someone with some reflective gear.
Maybe walking on the right side of the road and not jay-walking might also be of some assistance. I would hate to hit someone on a dark rainy night because of a car coming towards me with his or her lights shining in my eyes and I cannot see the pedestrian with out any reflective material on.
