What’s up with the tire chalking?

I saw the strangest thing out front of my store on Cowrie Street in downtown Sechelt Monday morning.

There were two people; the woman I recognized as one of the Sechelt bylaw officers. The man with her, I assumed was another bylaw officer, judging by their behaviour. They were walking down the sidewalk with him putting a mark with a piece of chalk on the top sidewall of the rear tire of each car parked on the street. At the same time she was doing the same to the front tire!

I saw this behaviour when I lived in Vancouver, except that in Vancouver, there was only one person and he/she put the chalk mark on only one tire.

I’m wondering, why, in sleepy Sechelt, does it take two people and why do they mark both tires? Maybe he was in training? Now I’m sitting here waiting to see if they come back and put marks on the other side of the car. You know, just in case.
